Time Out says

This rooftop bistro is one of the prettiest in town—patterned tile floors, dead-on view of the Central Library, potted trees full of twinkly lights (and not to mention beautiful Downtown locals, plus a few hundred of their closest friends). Inside, the eclectic French décor displays a series of tasteful boudoir paintings over the bar and a scattering of plush sofas.  Sample the wide selection of Kir and wines (and bubbly) by the glass and drop in for Happy hour—dubbed Aperitif Hour—weekdays from 4-6pm.

This is one of my go-to spots for people that want to see most of the city. Although the food isn't all around the BEST, brunch does get fun on the rooftop while you eat, drink and just surround yourself with the breathtaking views.

One of my favorite restaurants in LA! The view is AMAZING. It's such a romantic dinner spot, but also great to go with a group of friends. They have an indoor and outdoor dining area (outdoor is better!). Their scallops and bread pudding are to die for! They also have a rooftop bar one floor up. They also sometimes have live music.

Perch's rooftop is a beautiful place in town but prepare to spend a lot of money. Both drinks and menu items are pricy but delicious. While they do accept walk-ins I would plan to make a reservation especially if you want to eat outside.

Perch is as crowded as it is pricey, and I definitely wouldn't wait very long to here. But come out early and catch the sunset from up here, and it's a pretty pleasant experience. The view is also pretty fantastic, especially it's perfectly framed vantage point of the Title Guarantee & Trust Building.

This is one of those places with a great 360º view of DTLA. For me, it was an interesting spot to know, not only because of the terrace, but also because the interior decoration is so unique and beautiful. Very crowded, sometimes the line in front of the building gets a bit too long, yet it is a good night out. I wasn't particularly impressed with the beverages at the bars (inside or outside) nor the service, but it's a place to try out and look around.
