Time Out says

If for some reason you happened to miss the third annual Winter Ice Sculpture Show on Governor's Island earlier this month, fret not. You still have a chance to admire the winning sculpture, Smitten, which features two mittens touching to form a heart, created by artist Lovie Pignata. 

A large-scale version of the sculpture will be on view in Times Square on February 14 for Valentine's Day. If you get there at 11:30am or 12:30pm, you'll also get the chance to witness a couple of surprise proposals.  

The winning sculpture was decided on by The Real Housewives of New York City star Jenna Lyons, writer and editor Miya Lee, New York City Council Member Chi Ossé and Senior Vice President of People and Culture at Times Square Alliance, Hollis Kam.
