Time Out says

Named after the philanthopist and Time Mgazine founder Henry Luce, the Nature Observatory is located at Central Park's Belvedere Castle, which features displays and great views. During the spring and autumn hawk migrations, park rangers discuss the various birds of prey found in the park and help visitors spot raptors from the castle roof. You can also borrow binoculars, maps and bird-identification guides.
