Time Out says

Bouncing back from Hurricane Sandy, Abraham Merchant (Merchant Rivers House) unveiled a beer-focused waterfront bar on the restored Pier 15. On offer are sea-inspired bar bites like lobster rolls, fish-and-chips, crab cakes and shrimp cocktail with heirloom tomato gazpacho. Sip local craft beers like Bluepoint on red bar stools as you watch sports games on seven flatscreens or, better yet, take in scenic skyline views through the floor-to-ceiling windows. During the day, the bar also doles out cones of Ben & Jerry's ice cream, sorbets and frozen yogurt, fit for indulging your inner kid as you soak up rays on the outdoor deck.

Went here for the Oktoberfest party and it sucked. It was insanely overcrowded, which I should have expected from a free event. The beer was overpriced and it was almost impossible to get a drink and find a spot without spilling half of your $15 beer all over yourself. Wouldn't go back. Only cool thing was the view.

The only thing watermark has going for itself is the view, the view is great. However, service leaves much to be desired. We first got skipped over for our table (which to the hostess credit, they sat us asap after realizing skipping us), then only after ordering our drinks were we notified that half the menu was sold out. It took us 4 times to ask for water before receiving it (we had to go through another server) and one of our apps came after we asked for the check. The manager comp'd us for the late app but with all things considered, we would not return. Better off ordering some things from the smorgs vendors on Fulton and taking it to the pier. And a bit on the pricey side (even for the view).

Only come here on a beautiful, warm day, and after you've already eaten. There is plenty of great outdoor space for unobstructed views of the water and their drinks do the trick, but their food offerings leave much to be desired. The bare-bones menu is far from satisfying and there are not many other food options close by.
