Born in Brazil and long active in Chicago, Marcos Balter is on a tear: He just took a position at Montclair State University and signed with Schott, a prestigious publisher. Now, George Manahan conducts the world premiere of Balter's Favela as part of "Border Vanguards," a program also showcasing sensational singer Luciana Souza in the local debut of Mar de Setembro, a song cycle Derek Bermel wrote for her. Pieces by Silvestre Revueltas, Gunther Schuller and Gabriela Lena Frank complete the bill.
