Erstwhile British new-waver Graham Parker has made a career of fits of pique, blowing up real or imagined slights from “Local Girls” (they won’t have him) and “The Rock and Roll Hall of Fame” (they won’t have him) into exciting soul-tinged rock. Dare we say, Parker’s stuff carries more bite than recent works by his contemporary Elvis Costello.
