Nova Scotia four-piece Sloan, which has been playing winsome neo-jangle rock—both fizzy and forceful—for 20 years and counting with its lineup unchanged, now releases its tenth album, The Double Cross, a set that sounds like Elvis Costello fronting Arcade Fire.
