At 23, Ty Segall has a pair of well-received solo albums in his rearview mirror, and Melted, the terrific San Francisco songwriter's third LP in as many years, follows a timeworn formula in which welcoming pop melodies come layered in antisocial fuzz: a puppy coated in porcupine quills.
