Time Out says

W 135th St between Fifth and St. Nicholas Aves. Though Harlem Week has outgrown its name (it now runs from July 28 to August 30), this daylong celebration, which began in 1974, remains the festival’s trademark event. Four uptown blocks will transform into a pedestrian mall full of live music, vintage cars, handmade crafts and food from an international array of vendors. Musical tributes to South African legends Nelson Mandela, Miriam Makeba and Hugh Masekela, as well as to Don Cornelius and his variety show, Soul Train, will keep the crowds grooving all afternoon. Meanwhile, a global field of artists will bring dance, spoken word, hip-hop, soul and reggae performances to the YMCA stage. Car enthusiasts can see classic models cruise through the ’hood during the Upper Manhattan Auto Show, and attendees can stop for advice at a health-information center or a small-business expo. You can also snap up handmade clothing and jewelry, or try your hand at arts and crafts projects.
