Time Out says

Alfred Gilbert’s memorial fountain in honour of child-labour abolitionist Earl Shaftesbury was erected in 1893. It’s properly known as the 'Shaftesbury Memorial', with the statue on top intended to show the Angel of Christian Charity, but critics and public alike recognised the likeness of the mythical Greek god of love, Eros, and their judgement has stuck.
