Time Out says

David Pinner's 1973 play takes a side-look at the famous Potsdam Conference where four victorious allied leaders (Stalin, Churchill, Truman, Attlee) met post-Second World War to decide the world's future. Next door to them is a quartet waiting to play. The quartet is based on the Griller quartet who were chosen to entertain the towering world leaders at the crucial moment in history. As the leaders try to come together, the quartet is slowly fracturing. Directed by Anthony Biggs.
