Blue Note Jazz Festival. Garland Jeffreys, who befriended Lou Reed at Syracuse University in the ’60s, has since garnered much critical acclaim. His cross-genre rock splices in funk, soul and reggae, and tonight he celebrates his 70th birthday at the Highline.
