Time Out says

One of the main attractions at this year’s Chinese New Year festival is the free lantern walk around Circular Quay, which runs every day from January 27 to February 12. There are 12 spectacular lanterns that stand up to ten metres high. Look out for the rooster, the pig, the rat and the snake. 

More free activities that kids can take part in include sounding the ‘gong’ belly of one of five pentatonic roosters in Chinatown. Find the two nine-metre high roosters with eight-metre wingspans as they dance around Sydney Opera House.
