Time Out says

A local institution that's cleaned up its reputation and is home to a number of worthwhile restaurants

The iconic/infamous Tsim Sha Tsui landmark is home to many ethnic minorities, asylum seekers, and backpackers travelling in and out of Hong Kong. Though it used to have a certain reputation for being an especially dodgy area, it has since evolved into a hub for decent food, particularly for South Asian and African cuisine and budget eats. The mall inside the building complex is an excellent spot to grab cheap electronics and phone cards.
